Unions and employers may start negotiating extensions of the working time directive to sectors previously excluded: transport employees, sea fisherman, offshore workers and trainee doctors. The options suggested by the Commission are either to amend the 1993 directive to extend its provisions to these sectors; or sector by sector legislation. The Commission has set a deadline of mid-May for both sides to accept a talks procedure.

Member states which require annual MOTs on commercial vehicles could be forced to supplement these tests with random roadside inspections. The Commission has proposed a directive on road safety because of the impending liberalisation of the European haulage market (allowing 44 ton lorries into the UK) and the fact that commercial vehicles cause a fifth of all deaths on the roads in the in the EU.

The Danish Supreme Court threw out an attempt by 10 Danes to sue the prime minister and declare Denmark's signature on the Maastrict Treaty illegal. The Danish government is now expected to announce a referendum on the Amsterdam Treaty for May 28th this year.

MEPs are recommending approval of a proposal to establish EU-wide safety rules for lorries transporting dangerous goods. The proposal comes from the Commission and could lead to new health and safety regulations.

The specifications in the proposal cover electrical equipment, braking systems, fire safeguards and speed limits.
