European Parliament Fact Sheet, no. 2, Citizens Europe

And what a literate and patient citizenship we are. We must be, if this long document is supposed to explain anything. It begins 2.1.0 Respect for fundamental rights in the union, goes on to list the legal basis, objectives, achievements and role of the European parliament. 2.2.0 is Citizens & their rights, 2.3.0 is Freedom of movement, 2.4.0 covers electoral rights and eligibility, and 2.5.0 is the Right of petition. And here at last we get to something interesting, with four examples of petitions to the European Parliament (which every person residing in the Union has a right to address), and the action taken by the committee on petitions. But the fact sheet doesn't say who or what petitions should be sent to. The project's advice is to contact your MEP first.

Combatting Age Barriers in Employment

A research paper from the European Foundation of Living & Working Conditions. Focuses on the retention, reintegration and retraining of older workers in seven member states. The paper concludes that failure to combat age barriers means a wasting of human resources and this is a risky business in the context of an ageing workforce and competitive business environment. EU General Report

The 1997 end of term report, which is a valuable record of European developments, says The Week in Europe. Published in 11 official languages it will be available for the first time on the internet (http://www.cec.org.uk/press/we/latest.htm).

The time of our lives

Documents from the TUC conference on flexible working - and time in general - held in April are available from Congress House, 020-7636-4030. The following fact sheets are available for 50p: The flexible labour market in the UK; The European agenda of flexibility and equal opportunities. The project recommends all of them, but although the Italian cities experience is hard-going, the ideas it discusses are very broadminded: have you ever imagined a life where you could go to the bank before work, or to your council offices at weekends or evenings?

European Trade Union Information Bulletin

We know this as 'the pink 'un'. It is produced by MBO Education & Training, the people behind the European training pack for trade unionists (fax 1484 423 828 for details). In issue 1 of 1998, there's a focus on supplementary pensions (subject of future European legislation) and minimum pay in the EU (Belgium, Greece, Spain, France, Luxembourg, Netherlands and Portugal all have some sort of provision); and an excellent explanation of the burden of proof directive.
