11. OSCE

What do the letters stand for ?

The Organisation for Security and Co-operation in Europe.

What is it ?

It is a discussion forum for countries interested in security in Europe. It also encourages the protection of human rights and conflict resolution. It is entrusted with monitoring the Pact on Stability in Europe 1995 which aims at resolving frontier and minority problems.

Is it part of the EU ?

No, but the European Union has responsibility to take measures to fulfil the terms of the Stability Pact, a recent example being the projects in the Western Balkans.

When was it set up and why ?

It used to be called the CSCE and was set up as a product of the Helsinki process following agreement between the U.S.A. and the U.S.S.R. The underlying assumption is that co-operation can bring benefits to all participating States, while insecurity in one State or region can affect the well-being of all.

Where have I heard of it lately ?

Probably on television. High-profile operations in Kosovo, Albania and Bosnia and Herzegovina have thrust the OSCE into the limelight.

Are all the members European countries ?

No. Its area includes continental Europe, the Caucasus, Central Asia and North America, and it co-operates with Mediterranean and Asian partners. The OSCE thus brings together the Euro-Atlantic and the Euro-Asian communities, 'from Vancouver to Vladivostok'.

Is it democratic ?

All States participating in OSCE activities have equal status and decisions are made on the basis of consensus.
